Seng Vitou

  • Vitou is a licensed attorney with experience in family law, civil and commercial litigation, and dispute resolution. Her expertise extends beyond the courtroom, involving significant contributions to policy analysis and legal consultations, particularly within the construction, real estate, tax, financial services, and education sectors.

  • Vitou’s career is marked by a diverse range of roles in both the private and public sectors. Prior to her attorney career, Vitou began her career as a Policy Analyst at the International Business Chamber of Cambodia, where she was responsible for conducting detailed research, providing policy recommendations, and engaging in legislative advocacy to support business and economic development in Cambodia. She was then promoted to the role of Executive Director, where she led the strategic direction and operational management of the organization for five years. In this capacity, she worked closely with government entities, international organizations, and the private sector to promote legal reforms and improve the business climate in Cambodia. Her role also entailed overseeing legal compliance, advising on policy implications, and drafting position papers and advocacy documents on issues such as trade law, investment regulations, and corporate governance.

    After becoming a member of the Bar Association, she joined one of Cambodia’s leading law group where she has dedicated herself to providing expert legal representation across a wide range of cases in both civil and criminal law. With a strong foundation in legal principles and practice, she have handled numerous litigation cases, advocating on behalf of clients in various courts and legal forums.

  • Vitou earned her Bachelor’s degree in Law from the Royal University of Law and Economics in Cambodia. She also holds a Master’s degree in International Private Law from the Transnational Law and Business University in South Korea. In 2012, she was awarded a prestigious scholarship to do her research at International Institution for the Unification of Private Law (UNIDOIRT), Italy. She was registered as a member of the Bar Association of the Kingdom of Cambodia (BAKC) since 2019.
