Employment of Foreigners in Cambodia
This summary is based on the Labor Law, Notification No. 029/25 (29 August 2025) issued by Ministry of Labor and Vocational Training (MLVT).
Here are the main legal obligations for companies that hire foreign employees in Cambodia:
Foreign Employment Quota (Before hiring)
Employers must apply for a foreign employment quota through the MLVT’s Foreign Workers Centralized Management System (FWCMS):https://fwcms.mlvt.gov.kh between 1 September – 30 November of the year before (e.g., by 30 November 2025 for 2026 hires).
Foreign employment quota is generally capped at 10% of the total number of Cambodian employees in a company. This 10% quota is further divided into 3% office staff, 6% skilled workers and 1% unskilled workers.
If suitable Cambodian candidates are unavailable, employers may apply for special approval to exceed the 10% quota in accordance with the Prakas 277/20.
Companies established after 30 November and need to employ foreign employees, must apply for a quota immediately upon the operation of the company.
Work Permit and Foreign Employment Card Application (After obtaining approval on Foreign Employment Quota)
For each new foreign employee: procure for a work permit and foreign employment card for each new foreign employee, within 90 days from his/her arrival in Cambodia.
For existing foreign employees: apply for renewal of work permits and foreign employment cards for existing foreign employees between 1 January and 31 March of the employment year.
Annual Filing
Apply for foreign employment quota annually by 30 November each year.
Apply/renew work permits and foreign employment cards for newly recruited foreign employees or existing foreign employees according to paragraph 2 above.
File a declaration of personnel through LACMS: https://lacms.mlvt.gov.kh/login/all when there are new recruitment or employment termination of foreign employee.
