Labour Compliance Update

Does every company registered in Cambodia need to submit a Declaration of Opening the Enterprise (DOE) for labour registration?

Yes. All companies registered in Cambodia are required to submit a DOE. This process is now streamlined by submission to the Ministry of Labour and Vocational Training (MLVT) during company registration via the Cambodian Government's online portal.

Do I still submit DOE if I don’t intend to hire any employees?

Yes, Submission of the DOE is mandatory, regardless of whether the company intends to employ staff.

Does my MLVT registration obligation end after submitting the DOE?

No. Under Prakas No. 110 dated 9 May 2025 (Prakas 110), newly established enterprises must create an account in the Labour Centralised Management System (LACMS) within 30 days of receiving the DOE.

Does my labour reporting obligation end after submitting the DOE and registering on LACMS?

No. Additional ongoing obligations include (not an exhaustive list; refer to applicable labour laws for full requirements):

  • Notifying MLVT of any changes to shareholders, business address, business objectives, or tax details within 30 days of the change (see Prakas 110).

  • Completing and submitting the Labour Inspection Self-Declaration via the automated online system twice a year—in Jun and Dec—starting in 2025 (refer to Notification No. 018/25 issued by MLVT).

Can I engage workers through a labour contracting company in Cambodia?

Yes. However, the labour contracting agreement must be in writing and registered with the MLVT.

Who is considered a labour contractor?

An entity that contracts with an enterprise to recruit workers to perform specific services or tasks, usually for a fixed fee.

What are the compliance requirements when engaging labour contracting services?

Under  Prakas No. 103 dated 28 April 2025 issued by MLVT, you’ll need to prepare a list of labour contractors you contract with, and a list of workers employed by the labour contractor according to MLVT’s format and submit them to MLVT via LACMS within 7 days after signing of the contract for general enterprises or 15 days after signing of the contract for agriculture enterprises.

What happens if we don’t comply with the above?

Failure to comply may result in administrative penalties and fines as prescribed under the Cambodian Labour Law.
